Nigeria’s Federal Civil Service has met a critical December 31 digital deadline, completing a sweeping transition to paperless operations across all federal ministries and extra-ministerial departments.
This marks one of the most significant administrative reforms in its history.
The shift, achieved on December 30, 2025, means that all 33 ministries and five extra-ministerial departments (MEMDs) are now operating entirely through digital platforms, ending decades of paper-based bureaucracy and opening a new chapter in government communication and record-keeping.
A Wednesday statement shared with PUNCH Online titled, “December 31 Deadline: Federal Civil Service Hits Paperless Milestone as 38 Ministries and Extra-Ministerial Departments Go Digital,” disclosed this.
Announcing the milestone, the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, said the transformation had been fully realized across government.
“Today, all ministries in the Federal Civil Service are now paperless,” Walson-Jack told journalists.
She said the change has immediate implications for how Nigerians engage with government.
“Citizens and businesses can now communicate with the government entirely through digital channels, eliminating the delays and inefficiencies of traditional paper processes,” she said.
The transition builds on reforms initiated in 2017 under former Heads of Service, Mrs. Winifred Oyo-Ita and Dr. Folasade Yemi-Esan, which introduced the Enterprise Content Management System (ECM) and laid the foundation for broad digitalization.
Under Walson-Jack’s leadership, the program accelerated sharply, expanding paperless operations from just three MEMDs in August 2024 to 38 by the end of 2025, the release stated.
As part of the rollout, more than 100,000 official GovMail accounts were created for civil servants nationwide.
“This ensures secure, auditable communication while saving billions of Naira annually,” she added.
Walson-Jack praised President Bola Tinubu for providing leadership for the reforms and commended ministers, permanent secretaries, and technical teams for driving implementation across government.
She underscored the role of Galaxy Backbone Limited in delivering the project, saying, “Galaxy Backbone Limited’s support was essential to the success of the 1Gov ECM rollout.
