NASS Reviews Issues Surrounding Tax Laws, Assures Nigerians of Due Process

The National Assembly, NASS, has commenced an internal review following public commentary on the passage, presidential assent, and gazetting of some recently enacted tax-related laws.

The affected legislations include the Nigeria Tax Act, 2025; the Nigeria Tax Administration Act, 2025; the Joint Revenue Board of Nigeria (Establishment) Act, 2025; and the Nigeria Revenue Service (Establishment) Act, 2025.

In a statement issued by the Director of Information, Mr Bullah Audu Bi-Allah, on behalf of the Clerk to the National Assembly in Abuja, Thursday, the leadership said it had taken note of concerns raised regarding the harmonization of the bills by the Senate and the House of Representatives, the presidential assent process, and the versions of the acts published in the Official Gazette.

According to the statement, the leadership and management of the National Assembly are addressing the issues strictly within the framework of their constitutional and statutory responsibilities.

Relevant committees, in collaboration with the management of the National Assembly, have commenced an internal review in line with the Constitution of the Federal Republic of Nigeria, the Acts Authentication Act, Cap. A4, Laws of the Federation of Nigeria 2004, the Standing Orders of both Chambers, and established parliamentary practice.

As part of the process, the leadership has directed the Clerk of the National Assembly to work with relevant agencies to ensure the publication of the Acts in the Official Gazette and to make certified true copies of the assented laws available to stakeholders and members of the public on request.

The statement clarified that the ongoing administrative actions are intended solely to authenticate and formally reflect the legislative decisions of the National Assembly and do not imply any defect in the exercise of legislative authority by either chamber.

It further noted that the review is limited to institutional processes and does not prejudice the powers or functions of any arm or agency of government.

Reaffirming its commitment to constitutionalism, separation of powers, and due process, the National Assembly assured Nigerians that any procedural or administrative gaps identified would be addressed in accordance with the law and established parliamentary conventions.

The leadership also urged members of the public to allow the institution’s internal processes to run their course, stressing its continued commitment to transparency, accountability, and the faithful discharge of its constitutional responsibilities.

Further updates, the statement said, would be communicated as necessary.
