SEDC Defends Expenditure, Pledges Full Disclosure to Senate

The South East Development Commission (SEDC) has reaffirmed its commitment to transparency and accountability, saying it will submit comprehensive financial and procurement records to the Senate Committee on the South East Development Commission on or before June 23, following an oversight session at the National Assembly.

In a statement Wednesday in Abuja, the Commission said it briefed lawmakers on its finances, operations, procurement processes, institutional development, strategic partnerships and ongoing programmes across the South-East.

SEDC said the Senate Committee requested additional documents relating to certain aspects of its operations and expenditure. It welcomed the request and said proceedings were adjourned to allow time for the submission of the required records.

Addressing concerns over expenditure on its Abuja liaison office, the Commission explained that the spending covered the establishment and operation of its office at the Congress Building, Maitama, Abuja, which serves as its base for engagements with federal institutions and development partners.

According to the Commission, the amount cited in public discussions represents the cumulative cost of running the office since its inauguration on February 11, 2025, including rent, utilities, operational expenses and basic fit-out works.

The Commission added that it is working towards relocating to its permanent headquarters in Enugu. It said an existing building was transferred by the Enugu State government, a move aimed at reducing costs rather than acquiring a new facility.

On reports concerning “implied expenditure”, SEDC clarified that the funds relate to the rehabilitation of the Enugu headquarters building. It noted that the contract followed due process under the Public Procurement Act 2007 and received the necessary approvals.

“The commitments represent budgeted obligations that have been lawfully committed but not yet disbursed. To be precise, this money has not left the Commission’s accounts,” the statement said.

The Commission also revealed that it has not received any capital budget releases since inception. Despite this, it said resources have been deployed to staff salaries, personnel training, office establishment and essential ICT infrastructure.

SEDC further disclosed that it has funded feasibility studies for key regional projects, pursued investment partnerships and launched initiatives such as the South-East Venture Capital Programme, which it said has supported 25 startups.

The Commission pledged full cooperation with the Senate Committee and expressed confidence that its records would provide a complete account of its activities and stewardship of public funds.
